In Beryl, the rebel movement opposed to the Syndic, ruler of the city at the outset of the series. The Black Company keeps them at bay for years but discipline among the Syndic's own troops deteriorates to the point where the Blues are able to spark riots that bring the city to a standstill. Presumably the Blues are exterminated when the Northern Empire takes over the city.
